It is Alameda, but the picture was taken before the southern, outer, pier was constructed. The boat house (still in use) at the top of the picture, the rounded pier and the rip/rap jetty line up perfectly, and are visible on a modern google map image. Looking at a modern map, the pier where the picture where the Yorktown was would now be at the end of W Ticondergoa Ave. It is now the middle pier, but was the outer pier at the time of that photo.

You can see how the the area was filld in around old pier in the Yorktown picture. The newer southern pier (on the appropriately named W Hornet Ave) is where the museum Hornet is currently moored.
