A friend acquired this from a crash site in Germany, assume it is a B-17 fuel cap, anyone tell me more?

Yes that is to a B-17.

Yes that is a B-17 fuel cap. If the writing at the bottom of the cap is still readable (under the handle) you can tell which tank it went to. Each Fuel tank cap has the capacity of the tank stamped on it.
The Metal shroud around the cap is the scupper which drained any spilt fuel. The protrusion at the top would have been connected to a tube leading to the bottom of the wing. The scuppers on "G" models of the B-17 were rubber. This may indicate that this is from a early "E" model airplane.

Thanks Bill and others for the confirmation. AFAIK only fragments of the aircraft are still extant.
