That is correct, mostly in muddy and snow bound conditions, which wouldn't apply in the Med theatre.

Like Dan said, sometimes they were removed. Especially in the Russian theater to help fix problems with mud buildup. Also I thing the Gustav'sremoved them for aerodynamics.
