Help identifying the 1945 shell

I found this at a junk store. It has on the primer cap ROP 12-14-45 The shell is 12 inches long and about 2 1/8 inches across It has holes all in the shell and a tube running up from the primer inside the shell over half way with small holes in it M46B2 I will try to get pictures on here.
