Can you id this item?

OK - so a very nice guy donated this to the museum saying it is a bomb sight - but I am pretty sure it is a piece of surveying equipment - can anyone here help with a better id??

It's a Russian/Chinese/etc. artillery sight of some description.

I was guessing drift meter as well as I have an earlier cruder version, but w/ similar controls/ adjustments/ etc......... for sale if interested.
