Already there - we're in our third year of frozen salary increases for Federal Employees. There are some caveats, obviously. Automatic step and grade increases still happen for instance. But the quasi-"COLA" adjustments have stopped and people at the top of their grade/step ladders (a substantial portion of the Federal workforce) aren't getting any increases.
Given the nature of the sequestration (lowering the rate of growth rather than really "cutting") it's pretty obvious that the hits are being made in areas that will inflict pain and generate negative press. Consider what happened at Agriculture/FDA for instance: the head of the FDA said that U.S. meat production would be cut (processing plants shuttered for a little over two weeks) because health inspectors would be furloughed. Even the inspectors'
UNION called BS on that, but everyone involved (Union, industry, Congress) still panicked and managed to get $55 million in funding restored to avert the (false threat of) furloughs.
