Got to be more to it than that, being OD green and as hefty as it looks. I have no doubt it is probably for optics of some type, but what exactly and for what purpose?

It's an equatorial mount for a telescope that an amateur astronomer would have. It has a clock drive motor at the end of the polar axis that compensates for the rotation of the earth that keeps the celestial object in view. The telescope itself has been removed in the photo.
