Looks like some sort of damicenting finish. Seen it done on custom motorcycles on gold leaf using a chalklike substance swirreled on in a cloth bag, might ask a custom painter since it's 1920's it couldn't have been that big a technical challenge.
Or, it could be anodizing over swirl polished metal (That would be my guess)

I have seen this type of finish before, but not on an airplane. This looks like a particular automobile dash board finish I remember seeing on a 1930's automobile (that's all I look at when I go to antique car shows). Which car and how it was done is beyond my powers of recollection, but I remember the word "resin" is associated with it. I'd be looking through the Antique Automobile Collector's Association (AACA) website or magazines for the people who make reproduction auto dash boards. One of those guys will probably be able to figure it out or point you in the right direction.

That looks machine turned, then painted or anodized to me.
