From what I could find, it appears that the tail stripe color, etc., is particular to the AFRC's 452nd Air Mobility Wing C-17s at March ARB.

That is part of the March Air Reserve Base logo. Each base's C-17s has their own stripe colors and logo. Charleston has a Palmetto, Altus has an arrow, McGuire has a P-38 silhouette, etc.

What makes you think it's too large? Looks correct to me, at least in that quality of photograph.

The red ball should not be touching the inner edge of the star. The red ball is to be tangent to that line.
