Try these ... maybe not the one your'e looking for, but worth the look:

Flight Commander... 1940 ... pilots develop blind-flying equipment in their off hours ....F3F-3's, BT-1's, Helldivers, TBD-1's, PBS-1 Flying Boat, SBC-4 target tug, SNJ's, etc ... no PBY I can remember tho

Wings of the Navy ... 1939 .... Filmed at Pensacola and North Island with regular flight ops as background ... N3N-1's, N2S-1's, O3U Corsair, SU-3 Corsair, BT-9's, PBY fuselage mockup .... possible the one

Dive Bomber ... 1941 ... Most planes by far ! ... SB2U's, N3N-3's, SBC-4 Helldivers, F2A Buffalo, TBD-1 Devastator, BT-1's, SOC Seagull's, PB2Y, PBY's ..... this may be the one

OK, I think I figured out those wing sections..in the second overhead shot there's an F7F fuselage laying nearby in similar colors. I think the wings are from the T-cat.

Cool pics..I'm gonna have to hunt this one down on DVD or VHS.

Thanks for posting the SB stills - I only had the last few minutes of it on tape.

So where would this have been shot? IMDB lists the locations as Berkeley, San Francisco, Oakland and Santa Rosa. Maybe Santa Rosa?

I like the Tigercat fuselage...and isn't that On-Mark N500M with the tarp over it? Lloyd Hamilton and John Alford raced that at the 1971 Mojave 1000, and then it sat in near derilict stage at Oakland for many moons.
