They still do it that way.
As for OSHA, they need to be restructured (a polite way of saying shut down)

That's the way we did it on P-3's and E-2C's but we stood on B4 stands locked down and with a little reverse added jump up and did our inspections

The mechanic at least appears to be wearing some form of ear covers. Otherwise, standing a few inches from those exhaust stacks would NOT be fun.

Looking at the reduction gearbox it looks like one off a P39. Or is it one used especially for testing?

Probably right.
Looks like a gearbox unit bolted onto the front end for running on the test cell.

if you mean the next bay over, looks to me like a test rig with a radial mount, with a two-wheeled trailer nosed over behind it.
