The STELCO probably only refers to the mfg of the bolt and not the entire assembly.

Didn't the Lancaster and some other British bombers have quad .303s in the tail? Maybe its for one of them?

It looks like the frame for an Quad 50 Anti aircraft gun.
These were carried on the M-16 MGMC half tracks, and were used extensivley in the ETO

Definately not quad .50 turret I have a couple of those too. In fact it doesn't even remotely resemble any of the many parts that comprise the turret. It is much too light to be on an armored vehicle from what I can see of it.

It's definitely not part of a British type aircraft gun turret, but the dimensions between the front/back mounts match closely to the .303 Browning.
I'm wondering if it could be something similar to a PBY bow gun, but for a lighter caliber gun? The photo below shows four .50" guns mounted through the bow plate of a PBY.
It's the only thing close (sea, land & air) that I've found so far.
