Can you imagine a Navy bombing range in that locale today?
The rich/well connected locals (who not only are against offshore drilling but also green offshore wind farms that might spoil their view) would put up a fight...with today's attitudes the EIS wouldn't be done until a couple of years after Hitler or Tojo was living in the White House!
