Yeah, go for it, but I would indeed ask first what they mean by mutilation :?
ALL SCRAP UNDER THIS CONTRACT REQUIRES MUTILATION BY THE BUYER EITHER PRIOR TO REMOVAL FROM THE INSTALLATION, IF FEASIBLE AND ALLOWED BY THE INSTALLATION, OR MUTILATION MUST BE WITNESSED BY GL/ DOD SURPLUS PERSONNEL AT ANOTHER FACILITY. TITLE TO THE PROPERTY DOES NOT PASS TO THE BUYER UNTIL MUTILATION HAS BEEN ACCOMPLISHED. BUYER AGREES TO HAVE US GOVERNMENT PERSONNEL, IN ADDITION TO GL PERSONNEL, WITNESS DESTRUCTION
