Owen as Mike said so elegantly that the USAFM finds way to fund projects and makes trades why can't the Navy do the same.

If you're planning on doing something like this, have you thought through all the possible post-event scenarios? Just thinking that there might be unintended consequences that should be addressed beforehand that haven't been thought of yet.
For instance. We wouldn't want to see a victory for aircraft owners only to see some goofball bunch go try and get those Devastators or some other rare bird and mess up.
