That's now it's done since the step is there.
If you're a good jumper I guess the left would work.

Since he is looking down at his left foot and it is in the air
it would almost seems as he is stepping down instead of stepping up into the plane

Remember, this is a Navy/Marine Corps bird; usually mounted from the starboard.
They've been known to do things a little bass-ackwards at times.

The step he needs to reach isn't just right there within normal reach. Particularly since he is also dealing with the wind.
He is probably swinging his leg out to reach the side step. It is marked by a small vertical line and you can see an area where the step is marked by worn off paint.
