I need a complete set of technical / data drawings for the P-39 Airacobra suitable for engineering and construction of new parts and for the checking and confirmation of second hand parts.

Have you contacted the National Air and Space Museum? They are sure to have the drawings you need. If there is an issue with that, please let me know.
