What is the story about this plane? anyone know?

From the eBay description: Howard Hughes B-23 bomber converted into excutive configuration. TTAF 10062 hours Engine TSO's 960 and 680. Aircraft has been in storage for a decade and will require inspection prior to flight. Sorry NO TRADEs will not be DONATED either. Cash talks and BS walks!! We will accept offers.
