are the event organizers being hopeful or is there a Japanese dive bomber flying in the planes of fame airshow?

Planes of Fame has both a Tora Tora Val and a Aichi D3A2 Val, in this case, it would be the Tora Val flying.

The Air Museum's D3A is still very much a project, but there's still a few "Tora-Tora" BT-13 "Vals" around. Likely be one of them. Years ago (late eighties) there was a BT-13 , standing on it's gear, out in the Air Museum's "boneyard" and I've often wondered what became of it.

Isn't the POF's Val not a Tora bird but a "new" Val they threw together for the newer Pearl Harbor movie :?:

I don't think so.
It was at PoF for many years with no wheel pants. When PH came up, they restored the ex-Tora Val. It was also used for the cockpit flying shots of the Hughes H-1 Racer in the film "The Aviator".

I'm out of state and have been for over a week so i'm out of the loop.
There is an old story somewhere(maybe old air classics) about Bob Diemert making the real Val at pof fly.What a horror story.He took the airframe which sat in the pacific jungle rotting in the rain and humidity for over 20 yrs.Used pop rivets and safety wire to piece it together, Hung a B-25 engine on it,Yes a B-25 engine! and proceeded to fly it.The big engine was shaking it to pieces before he grounded it.That guy had a angel on his shoulder(a guy named Bob)

He also spliced on a Harvard tail, very crudely faired in with some odd bits of sheetmetal. I understand the PoF has removed all the "Diemartizations," leaving only original Aichi parts (mostly just a center section and fuselage.)
