No retractable tail wheel!?

I am not sure about that particular photo of an H model but I do know that before the D models were retired the tailwheel mechanism was disabled and the tail wheel was fixed down to ease maintenance. If you look at photos of the last West Virginia Mustangs they all have fixed tailwheels.
