1st, that's an E-4B. Second, all of them are based at Offutt AFB, although they TDY around the country. When I got a tour of the WPAFB tower in 2004, an E-4B was on TDY there. It's amazing to see all the support equipment they have hooked up to those planes to keep them ready to depart on 5 minutes notice.
