Fabric work alone on T-6 elevator is in the $1000- 1200 range a piece depending on process used. A T-6 elevator is maybe $300-600 ea depending on condition.
P-51 elevator I don't know off the top of my head. Maybe $5-8,000 ea. Early elevators were fabric covered and late were metal.
My price may be a bit off. I remember ailerons as new build were around $14K a few years back IIRC.
