I am not quite sure how the every changing regs for the operation of experimental aircraft would handle this. I am guessing, however, that the FAA is going to want someone of Steve Hinton's caliber and experience to do the test flights. Since there are no current pilots that can give a Experimental Type Rating in the type, it will likely be one of the Experimental Type Examiners (like Hinton) who makes the first flight. They can then give Russ a type rating so that he can fly it.
