Is there an "historical" reason why the prop tips are oversprayed with a flatter black?

Here's a shot of aircraft 16 showing a similar look to the propeller tips.



Interestingly enough, for a while the aircraft at the National Museum of the Pacific War had yellow tips and when I talked to the curator about it, there was at least initial resistance despite my appeal to the photos. I think it's changed since, but I'm not 100% sure.
