I'd be interested to know where and when that photo was taken. It's not Spanish Civil War, of course ( :D ) because it's pre-war German markings; and I'd guess (and I could be wrong) that it was a pre-war dummy or decoy (perhaps for a Nuremberg Rally type event?) in Germany or Austria. There's no reason for it to be in France - why would you ship an over-carefully made innapropriate decoy from Germany to the war zone? For those who age going to say "it's just a dummy, dummy" I meerly point out this is a German creation. It's not ordnung. :D
