In the Hellcat series - there is one deck shot that stood out to me - why is the flight deck elevator 'well' covered with a huge tarp?

Visited the Midway carrier museum in San Diego and was shown how as the elevator lowers a guard rail system raises up from the flight deck around the elevator to keep people and other stuff from falling in. Seen pictures of it. It might not be working and the carrier doesn’t look to be threatened , sailors seem to be relaxing and enjoying the ride.
