One thing that is also hurting money wise is the overhanging "Cloture" issue. The DoD right now is operating with that as being a given, especially since the Majority Leadership still hasn't presented a budget for vote. They seem dead-set on allowing Cloture to occur, which will mean that the DoD will make drastic cuts due to lack of funding. By killing off everything they can now and getting as far under budget as they can, they're hoping to save a few dollars in the piggy bank to help ease the pain when it hits next year.

It's a sad state of affairs, but in addition to all the moral/risk issues that are going on in the military, the civilian leadership's not helping any by playing games with the military and its funding and basically doing everything it can to do what the Hippies couldn't during Vietnam - eliminate the military as an effective force.
