One question:

who is flying them ?Ex P 3 people from military service,civvies converted from other multi engined types,fighter jocks,general aviation types,crop dusters,ex airline types,tell me.

Depends.

The NASA, NOAA, & DHS aircraft are flown by federal employees whom are trained either internally or by the Navy. They can be anyone as they fly under a federal flight program and thus don't exactly conform to civilian training requirements. However, the training they receive is roughly equivalent to the training an airline pilot receives to get his type rating in a given aircraft model. The civilian operators had type rating programs that allowed anyone with the appropriate level of basic certification to go through the type rating program and receive a type rating on that aircraft. I don't know if they used the L188 type rating with a differences course or not, but that would seem to be the logical thing to do as the two aircraft are similar enough in the cockpit and operating procedures.
