I believe that this was the same B-1 we had over the weekend do the fly-bys at Millville, NJ. If it is the same one, we didn't have any engine afterburners out when I saw it fly.
If the igniters went bad it could be the engine just won't go into afterburner. We've had the F-15 Demo guys have temporary loss of AB during their demos. They are usually able to get a re-light.
As far as the B-1 goes, it's hard to say if it's developing any power at all. It could be that the photo was taken as the burners were lit and number 3 was just late in getting going. I've seen that happen many times. The timing for full AB for all 4 might be a little off.
