Sacramento "art" wing panel

Seen yesterday in Sacramento near 18th and R Streets. I did a quick but unsuccessful attempt to identify what the wing panel came from.

Based on paint and the way it tapers, I'd say a T-28 B/C with trailing edge control surfaces removed.
