Dunno, but I suspect Yeager and Clarence Anderson would at least be in the Top Ten.
Interesting question. It might even be someone from Korea.

He is no longer with us but General Robin Olds (d. 2007) had 16 victories earned in W.W. II and Vietnam.

Well, if you want to stretch the definition to North America, it might be Stocky Edwards, who is generally credited with 19.

German ace Gunther Rall died a few years ago and he had 275. Have wondered the same question about allied and axis pilots, who is the top "living" ace for their country?
