Every time I see that picture I can only think that both those guys in the golf cart had to change their pants upon returning home that evening....because they're looking the other direction, and if you look at the shadow and where the wingtip is in relation to the golf cart....that is as close a buzz job as you'll ever see...especially if it's from behind.
What is it the T-birds call it? "Tactical Surprise"?

Was this at an airshow? Maybe it was a "stunt"? You know the act, farmer wins a ride in a plane and jumps in and takes off with the pilot running behind or hanging onto the tail. Maybe the golf cart delivered the lucky ride winner to the flight line? Before we all yell "Colonel Mustard, in the study, with a lead pipe", what is the context of this photo? When and where was it taken? Is this just a nice Photoshop job? Hold on! What's a golf cart doing on an active flight line? That's probably a municipal airport, not the 9th hole of a municipal golf course! Maybe the P-51 is right where it is supposed to be and the golf cart is in a restricted flight ops area? I'm just saying that we should reserve judgement until we know the facts behind this image. Things can go very wrong when members of the public see a video or a photograph and take it out of context. For example, maybe those LA cops were just trying to teach Rodney King how to swim?

Unless it's a really good photoshop, I will stand with my initial assesment. Irresponsible, even if it was at an air show.

I know someone who was there.
Not photshopped he is actually climbing and turning as he was over grass infield which is at a lower level than the asphalt.
No use in bashing over an event several years old.
Aircraft now in Europe.
Learn what you can from viewing the photo and move on. We all can do frightening or great things when we are in the zone and focused. Also we can get squashed like a bug attempting the simplest thing without any focus.

It's likely a fake. It's difficult to say, since it is such a poor quality jpeg, but there does appear to be a small chunk missing from the starboard aileron of the 'stang (because aluminum aircraft reflect so much sky color, it is very difficult to select them and pull them out from the background without missing a piece) and it appears to have been sharpened to a far greater degree than the surrounding image. Also appears to be an unusual amount of funny business around the prop tips and nose.
And, visual tells aside, as mentioned above, the Mustang's flight path would have been dangerously close to the other plane and probably have resulted in some unwanted FAA attention.

Flyby resulted in high level discussions by several professional and military organizations.
