Readers digest version:

Contract not won. It was developed as a "cheap" COIN aircraft similar to the D model program. It was planned to use surplus A model airframes as a basis for conversion. However, the supply of quality A airframes was inadequate, and it was not as lucrative as building a new aircraft (like the OV-10) which NAA was also pushing at the time. Management (wisely) preferred a new production aircraft contract to a one time refurb contract that they may not even win the bid for ( RE: Fairchild and the later T-28 D-5 and D-10 airframe mod contracts).

North American only converted three but the Chinese converted about 50 of them to turbine power, some as trainers and others for attack.

Part of the problem with the YAT-28E as a warbird is the gearbox -- this is the same problem that the Piper Enforcer would have as a warbird.

The gearboxes were all custom made, and the design hadn't really been refined yet. I don't remember the exact numbers off the top of my head, but the Enforcer gearboxes had to be completely overhauled something like every 50 hours of flight time.

There were only a handful of these gearboxes ever made and I don't even know if this project has one. When the Enforcer project ended in the early 1980s, the USAF retrieved the gearboxes that Piper had as they were USAF property.

If I'm not mistaken, this has been offered off and on in Trade-A-Plane for about 25 years.
