Is this exercise in case the Canadians try to attack or to prevent Americans from fleeing over the boarder? 
At least they are warning Chicago, perhaps it's just a photo op!

Hopefully they'll get the news. Jets & choppers at 1am would be kinda unsettling.

You need to know your systems will work for a start. It's the next step to having a plan at all - test the plan works under ideal conditions. Then move to adding variation and unanticipated elements.

i remember after 9/11 day 2. a usaf jet flew over my house, damned near shattered my windows. my neighbors ran out to see what was up!! remember, everything but military was grounded. it was eerie to say the least.

I don't know anything about this exercise, but realize that there are many "elements" to the term "response".
Sometimes you need to test the part where you discover that there is an intruder. Sometimes, you need to test everything that happens after that, which is equally or more important.
For example, there are plenty of flying exercises where the participants walk out the door knowing exactly who will oppose them, where it will happen, and when. Yet, there is still an immense amount of learning that takes place in the process.

I imagine a good part of the exercise is just getting all the different agencies and entities linked and communicating. That was one of the big things that came out of 9/11, that the different groups could not communicate well, or AT ALL. Just to have a predetermined chain of command and control IS important, and that must be checked and practiced.........or SNAFU runs rampant!

We do this all the time in EMS flying. Trust me, these exercises show where weeknesses lie in the procedures, communication, personel, and sometimes even the equipment.
