Hint: It's upside down you don't have to use them to land.
Also; The tire and wheel are attached to a strut just like the wheel-less strut in the foreground.

Woah, I dunno.
I don't mean to argue or discredit you hang the expense, but it just doesn't look like a C-47 float to me, but that was a darn good guess.
Here's a link for a C-47 on floats. It's hard to tell the size of the object in the mystery photograph, but in the C-47 pics it shows how big it was.
