That's a wind driven generator.I learned to fly in a Taylorcraft BC-12D that had a much smaller version.

Today it's called a RAT ! Ram Air Turbine. Both the F-4 and A-4 have one for emegency electrical backup.

Even some of the "modern" commercial aircraft have them. They're pretty cool though, but not something I'd want to experience while flying.

Not sure why the Navy would name a boat after the city I live in. Sure Trenton was nice at the time of this photo, but if they could've looked ahead in time to see what Trenton is like today, they'd probably reconsider the name.
