Well, it's more than likely never been inside. Think about that from the time it was built until now.

Not the result of neglect ? what do you call it when you leave a plane sitting outside, with no up keep ?

and a Frame Off restoration ? Since when does a B-17 have a frame ? I think the writer was a reject from a car magazine

Matt, in most of the pics I have seen of it, it has always looked pretty well upkept. I do agree with you though that the guy that wrote this is not a real airplane guy.
