It seems to have gone very quiet over here about this aeroplane.
Since nobody else has turned up to mention it, I will.
She now has a Permit to Fly and today the crew received their Display Authorisation. This weekend at RAF Waddington the aircraft should perform the first Vulcan display since 1992.

The Waddington airshow website showed it to be a static display only for the Vulcan about 12 hours ago when I checked.

Excellent news, dhfan! Weather or no weather, it's great to see the team on the cusp of displaying the airplane. I wish I could be there to see the event!

Might want to re-read the releases. There is nothing in those releases about anything other than a static display at Waddington, including the release that was posted today -

Look specifically at the second paragraph -
XH558 is today destined to receive its all important “Permit to Fly” from the Civil Aviation Authority and this will allow her to fly to RAF Waddington and to appear on static display at the Show, to be seen by the many thousands who will visit.
The aircraft has received it's permit to fly and authority to display, but nothing states that it will be a flying display at Waddington.

That is Awsome to Hear ! Glad that You all on the other side of the Pond Can get to see that classic Bird fly again 
Bummer that we will never see a Classic like the B-47 Fly again or a recent retired Warbird the F-14

I really don't like the use of "display". That kind of term gets you in trouble because it can mean either "flying" or "static" and context doesn't always help. There's been too many people get in trouble of what does and doesn't constitute a "display", especially when you read the other articles and they use the phrase "static display".
I guess it's a "lost in translation" thing. In the US, Display can be either in the air or on the ground, and when you just say "display", it typically means the static kind.
Anyway, did some more digging and found this much clearer article -

Over here, "carry out a display" would be airborne, "on display" would be static.
