Not sure, but it reminds me of a housing for an early voltage protection
devise. They were made from non-conducting material.
The hole in the side would be where the actual carbon block or
coil protection screwed in. The unit would be plugged into a panel or frame of
some sort that the circuit would pass through. If voltage exceeded a
certain level this would fail and protect the circuit and equipment.
Think of this as a fuse holder. For the younger crowd, a surge protector.
Or, it could be, as Craig said, a thing-a-ma-bobber to go on a whatch-a-callit

What is this???
It looks like suspiciously like a coin of some type to me, I dont fully recognise the white thing-abob next to the coin so I cannot judge how big this coin is, but it clearly seems to have the words "United States of America" and "Quarter Dollar" written on the coin so I would guess it may be a US 25 cent piece?, I would have thought someone from the States should be able to identify it, and being from Australia I cannot provide any further identification.
As to the white thing being used to size the coin, that is clearly and instantly recognisable as a thing-a-ma-bobber to go on a whatch-a-callit, as already confirmed by earlier posts, and similar looking devices are used for similar purposes downu nder as well.
(and yes it does look like some type of small jug heater coil or element)
