I know this is not the exact direction of this old thread...but...

I think aircraft under these circumstances should be treated the same as firearms...Set up an organization like the Civilian Marksmanship Program as a clearing house and use the proceeds to help fund the national aviation museums.
I know there are not a million aircraft like there are rifles...but the rules should be the same for all of the military equipment. Jeeps, trucks, humvees, airplanes, file cabinets...etc. The GSA should be open to the public, make some cash instead of trashing everything.
