B-2 Tensiometer

I have an old Air Corps B-2 tensiometer in a box here at the office. Like the rest of my vintage tools I want to use it, but I have no real idea how it works! I can guess, but I want to be able to take an accurate and verifiable reading. Anybody know how to use one or have an old instruction sheet?

It's a little oxidized, but should clean up just fine

That is for tensioning flying wires, I have one that is very similar. Put the tool on the wire and turn the anvil screw down until pointer above the wire points to the reference mark, read the tension on the scale below the wire.
