The five sided clown college in Virginia says the KC-46 is so vital and is needed as quickly as possible so that it won't be subject to the sequester funds limits or cutbacks. |

That's good because any delays would only increase cost further. Boeing is in a pretty tight contract on this and I'm sure would like to find any excuse to raise costs if possible. They will be lucky to eke out a profit under the existing contract. |
