Most of the former Soviet Navies fleet is tied to the pier (with a rotting, crusty rope) on the Black Sea, which isn't in the Russian sphere of influence anymore. It's old, it is in serious disrepair, lots of 'things' on the ships have been 'moved for safe keeping' and Russia flat doesn't have the money to even begin to put the fleet right, even if it could reagain posession of it. That could be why they are trying to sell a carrier to India, to generate some bucks.
