This was paid by the USAF as foreign military sales.
That is for sustainment (maintenance and support), not the aircraft purchase price. If you can buy one C-17, let alone two, for $64M you have quite a bargain.

Actually, the plain Jane sister was first. The contract couldn't be signed soon enough so it got painted in the standard gray color. Maybe it will get repainted in the other scheme during the first depot paint cycle.
