I doubt anyone will ever operate a F-15E warbird anytime soon ...

it looks like it has a cyst or tumor!! any info on the performance with those lumps??

They're just modified CFT's just like's on the F-15E and some F-15C's.
My understanding is that they have very little performance hit since they're designed to fully offset the drag they create by generating additional lift as well.
