If the tires are strictly for static display, contact the local municipality who deals with the landfill for garbage. Most tire shod vehicles in landfills as well as some mining activities use an expandable foam thats injected into the tire via the valve stem, it expands and sets, you trim the excess squirtout from the valve stem and you can drive over broken glass and sharp metal or rocks all day and the stuff supports the weight of a loaded vehicle. They used to use the stuff in the tires of Baja racers where a flat from a cactus spine @ 125 MPH could really spoil an otherwise fun race down Mexico-and whatever you do! DONOT put ARMOR ALL on anything rubber or vinyl!!!! The stuff destroys rubber and plastics (like the dash on your car)
