Help identifying tail wheel?

I was given this item recently. It appears to possibly be a modified tail wheel. The donor thought it was from the Navy. Anyone have any idea what it is?

Maybe it's a wheel off a bomb cart.

Bomb cart wheel might be a possibility. The metal frame holding the wheel does not seem to be aircraft related. It would make more sense coming from something wheeled around.
I'm wondering if the wheel itself was re-purposed from something else...

What size is the tire?

The tire is a Goodyear 10 x 3
