I'm assuming that since Williams was a Navy pilot, and the VE-7 was in service as the Navy's primary fighter at the time, it was indeed a Navy plane, and not a borrowed civilian aircraft.

Yeah, you must be right. It was some time later, as a civilian, that he borrowed Kahn's airplane, after crashing his first (Curtiss Hawk) Gulfhawk.
