It's possible. Winds weren't horrible (under 20 knots sustained) but it could be a combination of hydroplaning due to the extreme rain rate with wind and soft soil that caused it, but the biggest thing is you see the linked video below of an F-16 getting blown over, and it doesn't flip, so why would it flip completely, even with soft soil, if it wasn't a pretty good burst of wind?
