WHO WANTS THE DEATH OF THE FRENCH AERONAUTICAL INHERITANCE? You perhaps attended the last meeting of Ferté-Alais... Whereas one celebrates everywhere in Europe the 60 E birthday of the end of the Second World war, and that one pays homage to the last still alive veterans, a beam of new regulations builds the partition of the funeral march of the French aeronautical inheritance. CREATION Of a ROYALTY FOR the AIR MEETINGS a recent project of decree fixing the field of application and the tariffs of various services rendered by the Directorate-General of the Civil aviation (DGAC) envisages - new thing - a royalty entitled "royalty of air demonstration" relating to the delivery of the authorization relating to the organization of air demonstration envisaged by the article R. 131-3 and of the decrees taken in application. Article 20 of this project indicates amounts of royalty of air demonstration fixed contractually at 10 000 euros for the demonstrations of average importance and at 20 000 euros for the demonstrations of great importance (either respectively three and six months of the average wages of a civil servant of the DGAC...). Even if these amounts are given as an indication, without holding account of the consultations in progress, it does not remain about it less than until now, the organizers of meeting did not have anything to pay - and why would they have had a royalty to pay with a service of state? Who more is, if the decree gives indicative amounts for this royalty, it n the other hand does not say absolutely anything the services exigible by the organizers from meeting... As for the organizers of air meetings releasing from the benefit higher than the royalties envisaged, there is none in France to our knowledge. Article 20 of this project of decree quite simply means the end of the air meetings in France, and corollary those of the planes of collections, and thus an attrition in the very short term of our aeronautical inheritance.

THE DECREE UNTIL THE COLLECTORS WAIT SINCE... TWO YEARS, CALLED INTO QUESTION BY a NEW LAW ON NATIONAL DEFENSE At the time of the vote of the law on Interior Safety, at the beginning of 2003, the collectors had obtained in extremis its modification, in order to be able to continue to hold and acquire old military aircrafts. However, this law n° 2003-239 of March 18, 2003 on Interior Safety, and more specifically its article 80, are still not applied because the decree of application was still not promulgated. This in spite of many revivals near the services concerned. The text of this decree however exists well; it was written by a civil servant of the ministry for the interior and was to be presented at the Council of State last February. No one does not know where it is, lost today any more in the many changes of personnel which followed the changes of function of N Sarkozy. But especially, certain dedicated senior officials of the ministry for Defense has blocked for two years its exit, blocking same fact the enrichment of our aeronautical inheritance; one, in particular, endeavoured to sine die delay the publication of this decree of application of article 80 of this law however voted in the urgency in 2003. According to this civil servant, "there is not currently any lawful procedure authorizing the" downgrading "of a material classified in the 2 E category of the weaponries [ to which the old planes of military weapons belong, even Spad XIII of 1918 ] apart from the reduction with the state of scrap" and he does not see reason to act to change this established fact. The concern of the collectors is all the more legitimate as they learned that a first reading of a bill on national Defense took place on April 7, 2005 with the French National Assembly, aiming more or less intentionally at repealing in fact a part of the law on Interior Safety.

An IMPOSING EUROPEAN PAYMENT THAT B-17 IS ENSURED LIKE a BOEING 737 Since April 30, a European payment imposes new thresholds of cover of civil liability to all the operators for aircraft. The specificity of the planes of collection was not taken into account at the time of the drafting of this payment, which categorizes the planes by sections of weight, with for each category a minimum of cover. B-17 or Noratlas is found thus in the same category that a Boeing 737... and thus must pay the same premium of insurance. However, B-17 or Noratlas steals only 30 to 40 hours per annum against several hundreds for a Boeing 737 of an airline company and paying passengers... it cannot carry at least results tripling from it from the premium of insurance of these historical planes, true alive monuments, because in in-flight status, with the memory of the crews which gave their life for our freedom. This increase out of proportion generates a overcost at the hour of flight impossible to support for associations of voluntary which restore, maintain and make steal these machines. In the short run, these planes will be stopped of flight definitively, and could not thus any more be presented at the greatest number, and in particular at the younger generations, where they will be sold abroad, which will do nothing but reduce even more our aeronautical inheritance.

At the hour when the verse on having of memory is taken again on all the tone everywhere in Europe, the threats which weigh aujourd`hui on our aeronautical inheritance are quite simply indecent, intolerable. You can act. Write to your local deputy, like to your European deputy. Or you with the idea make act that you will see these monuments never again honouring the memory with the liberators in their element.
